Wolverines 4: Battle of Delta 14
Official Story:Since the Russians invaded our country 10 months ago, a lot has happened. The US Military has re-organized, and occupying Russian Forces have been consistently assaulted with uprisings led by ordinary American civilians. Iraqi/Afghan war veterans have begun organizing cells of resistance fighters all over the United States, drawing inspiration from a story that's being re-told of a small group of teenagers in Calumet City, Colorado. Calling themselves "Wolverines" after their local highschool mascot, this group of relatively untrained children managed to completely upset the balance of power in the region.
Word came down that they were mostly wiped out after an organized Russian counter-offensive, however. This news rallied and united all other resistance groups under one flag.

Backdrop:
The small town of El Centro, population 100, is located in grid Delta 14. The civilians there have experienced occupation by Russian forces for most of the previous 10 months. Occasionally they will be liberated by American forces, only to suddenly find themselves occupied again as Russian reinforcements push up. It is thought that an active cell of secret collaborators is based in El Centro, but it has been difficult to locate them.
El Centro sits on a key part of Interstate 35 and provides an excellent security base for convoys heading North or South through the region. A group of Wolverine resistance fighters have entered the area to recruit regular civilians to their cause ahead of the next American advance. Hopefully, with the cooperation of the people, all collaborators can be weeded out, and an American hold on the area can be well-established once again.
Factions:
US Forces, Mixed unit.
With Washington DC occupied, there is no central leadership in the country. The various surviving generals of the United States Armed forces have come together with a plan for victory. Their units consist of a mix of US Army, Marines, and National Guard units.
Authorized Uniforms will be:
Multicam, Desert Marpat, DCU/Choc Chip, ACU/UCP, AOR1, ATACs AU
Tan or Khaki undershirts
Tops and Bottoms must match appropriately
Cuban aided Russian Forces
Russian and Cuban forces will be working together to assault and occupy the Texas city of El Centro.

Civilians
Civilians are just that, regular civilians. They should not be wearing any military clothing or plate carriers. Civilians should limit themselves to pistol belts, chest rigs, and other limited civilian rigs.
***All civilians may carry a rifle and pistol, however, they will be considered combatants if they have an engaged magazine in either weapon.***
During occupation by either US or Russian forces, those civilians who have made themselves known combatants/collaborators to the enemy of the occupier may be captured and detained. If you choose to engage in combat, know that there are consequences for your actions. Being sneaky is better!
Civilians should bring a balaclava or other mask to hide their identity during operations as well as wear clothing that is less identifying in nature.

***Civilians who are detained must remain in detention unless broken out by FREE individuals. Holdout weapons of any kind are not permitted.***
· Wolverine and Collaborator COs will be mixed into the civilian population without being identified and must recruit clandestinely.
Distinct Rules of Engagement for Military concerning civilians
In all military cases, either US or R/C forces, none may fire upon civilians without probable cause.
Authorized Probable Causes:
· Failure to heed to military directions that result in a breech of security, such as failing to stop at a checkpoint, or failing to maintain safe distance from a military-held station.
· Presenting weapons in an area not authorized to do so (Magazines in)
· Being in the presence of or aiding known enemy combatants during combat operations in any way.
To Detain a Known Civilian Combatant
· Ask him to proceed without violence, under the threat of violence if he does not comply
· Shoot him as necessary, using a medic to heal him. During the healing process, inform him that he is now detained. Ask him to remove his magazine and clear his weapon if necessary.
· Escort him to the designated prisoner area. He must remain there for up to 30 minutes or until rescued. Every 30 minutes, prisoners will be executed for treason/war crimes and cannot be arrested again until they have committed another known act.
While detained, prisoners may not attempt an escape. No holdout weapons of any kind are permitted. Simply running away is not permitted. All players must play in good faith. If you do not wish to participate in this part of the game, do not register as a civilian.
